Scott Wisenbaker and Captain Jeff Davis are the Co-Creators of The Solution Program, a national reentry and transformation initiative delivered inside detention facilities and communities.
Scott brings nearly three decades of recovery leadership, including founding and operating a Joint Commission–accredited treatment center that served more than 20,000 individuals over 20 years. He has worked extensively with Specialty Drug Courts and authored How to Get Your Kid Off Drugs.
Captain Davis brings 27 years of law enforcement leadership and oversees Special Operations in Denton County, including Drug Enforcement, SWAT, and Crisis Negotiation. A U.S. Army Veteran, he has received national recognition for narcotics enforcement and public safety leadership.
Through Captain Davis’ standing within the law enforcement community, The Solution partnered with I.G.N.I.T.E. and the National Sheriffs’ Association in 2023 to expand nationwide. In 2025, both were appointed to national committees within the National Sheriffs’ Association.
Together, they combine accountability, structure, and lived recovery experience to create measurable transformation inside correctional systems.
Two Different Roads. One Mission.
Jeff Davis and I grew up about 20 minutes apart — but we couldn’t have taken more different paths.
I spent 15 years chasing a career in music. That road ended with 42 arrests, a ruined career, and a life that was completely out of control. In 1995, I got sober. That decision changed everything. I entered the treatment field and dedicated my life to helping people who were headed where I had been.
Jeff took a different route. He played sports, joined the United States Army, served in Desert Storm and Desert Shield, and then entered law enforcement. He built a career on discipline, structure, and public safety — eventually leading Special Operations, Drug Enforcement, and SWAT.
Years later, after multiple heroin overdose deaths shook our community, we were both interviewed for a local news story. We had been in the same places. Knew some of the same people. Lived just minutes apart growing up.
But we had never met.
Not until the day after that broadcast.

When we finally sat down together, something clicked. Recovery and law enforcement weren’t opposites — they were two sides of the same fight.
We started collaborating. What began as conversations turned into strategy. Strategy turned into structure. And that structure became The Solution Program.
